Are you getting any error message? Some news servers do not allow the use of any
attachments (binaries) to text newsgroups. That's not a limitation of Outlook Express.

If you want to do smileys, then you need to post in HTML format (again some news servers
reject all HTML postings). To select HTML format, see Tools, Options, Send, News format,
or for just the current posting, select Format, HTML. Use Insert, Picture for the smiley
(emoticon). OE does not come with any emoticons. But there are sources of these on the
Internet. The
emoticons are simply image files (GIF) that you can use with Insert, Picture in an HTML
format message.

You can use the same technique for small pictures, or is using plain text, then Insert,
File Attachment.

It's the news server that you post via that controls what you are allowed to post. If
your ISP does not allow posting in HTML format, then you cannot do that when posting via
their news server.

But you can use other news servers to post via. But you might have to pay extra for it.
