how can i determine the program i want to use to open pictures being
received in outlook express?

What kind of pictures are they? JPG, GIF, BMP, etc?

Typically the Windows Picture and Fax Viewer is the default for the
common picture types in Windows XP.

But you can use other programs. That's up to you.
