Dear Tom,
Is there a way to find out if my emails have been received by the people
I've sent them to, cause I've been told that the person I sent it to never
received it?
Is there a way to know if a person I've sent the email to has changed
their email address, or is still online for that matter, since they might
have moved? Could you email me back w/your response. Thank you.

Most of us will not send email answers.
OE4 has no way of doing what you ask.

But receipts aren't reliable across the Internet. Getting one doesn't
guarantee that the person saw it, let alone read it. And not getting
one doesn't mean anything either.

If the message doesn't bounce back to you, it's most likely gotten
trapped by spam filters at the recipient's ISP or on their PC.

There's no way to tell if someone has changed their e-mail address
unless they, or someone else who knows, tell you.

Moving to a new home doesn't necessarily cause a person to change e-mail
addresses. Changing to a new ISP often does. However, if they are
using a mail service (e.g. Hotmail, Yahoo, Gmail, etc.) even changing
ISPs wouldn't require them to change e-mail addresses. But people may
change them for other reasons, such as getting too much spam.
