How did you back them up? What kind of files are they?
If Outlook Express version 4, there should be MBX/IDX file pairs. See:

Additionally, for files that were copied to CD, after copying the file back to the hard
disk, you must remove the Read-only attribute that all CD files automatically get before
using the file in your application, or trying the import function. Right click the file
in the Windows File Explorer, select Properties and the General tab and uncheck the
Read-Only box.

Now I need to import them.
The import function wants to import MESSAGES, it does not see the FOLDERS.
