fragmented sending e-mail

when i try to send a picture (with low KB), outlook express sends it
fragmented and recipients receive weird cmputer language that can't open
picture. Any suggestions or reasons this is happening?

Tools | Accounts
Double click the account.
Go to the Advanced tab.
Uncheck the option to break apart messaes.
